Paint discoloration on '16 Honda Civic LX

I am the proud owner of a 2016 Honda Civic LX in Rallye Red. I love this car and I treat it like a baby. I have had it two weeks as of today and noticed that the paint is discoloring on the passenger fender near the wheel. I'd like to get some opinions on what is causing this. Bad paint job? Heat? Something else? I've called my salesman at the dealership and left him a message. I feel sick that this is happening to my brand new car!!!
